Citation Appeals
To dispute a parking citation, you must file an official appeal online via the parking portal. Appeals must be submitted within fifteen (15) calendar days of citation issuance. Appeals filed after 15 calendar days of issuance will not be accepted or considered under any circumstances. First appeals are reviewed by the Director of Campus Public Safety and Parking. Notice of the first appeal decision will be sent to you via email.
To dispute the first appeal decision, you have the option to file a second and final appeal. Final appeals are reviewed by the Transportation Planning and Parking Committee (TPPC) Board. Appearing in person at the hearing is not required, however you do have the option to appear in person at the second appeal hearing to speak to the board on behalf of your situation. When filling out the online appeal, make sure to indicate in the comments section if you would like to appear in person. The party appealing the citation may have legal counsel to present at the appeal hearing. If you do not indicate that you would like to appear in person, the board will review your written statement and make their decision based on that.
Appeal Directions for Students/Employees
Parking Citation Appeals must be submitted online through the SOU Parking Portal within fifteen (15) calendar days of citation issuance. Using your SOU email and password, log into InsideSOU and click on the “Parking” link under “Online Services”. Once you are in the parking portal, you can add your vehicle license plate. This will attach the citation to your account, or you can search for your parking citation (using the citation number, or your license plate). Click the “Citations” tab at the top and then “appeal a citation”. Once you have found the citation, click “appeal this citation” and then follow the instructions to fill out and submit the appeal form. You will receive an email notification with the appeal decision within two weeks of your appeal submission. If you believe the appeal decision was made incorrectly, you have the option to file a second appeal that is heard by a committee. You have the option to appear in person as well if you would like. If you do not have an SOU email, click the “Are you a visitor?” link to create an account. Once logged into your account, you can add your vehicle license plate. This will attach the citation to your account, or you can search for your parking citation (using the citation number, or your license plate). or you can search for your parking citation (using the citation number, or your license plate). Click the “Citations” tab at the top and then “appeal a citation”. Once you have found the citation, click “appeal this citation” and then follow the instructions to fill out and submit the appeal form. You will receive an email notification with the appeal decision within two weeks of your appeal submission. Citation Payments
- (1) Vehicles parked on campus with three or more outstanding parking citations may be booted or towed at the owner’s expense.
- (2) In order to identify the owner of vehicles with outstanding parking fines, the parking department will run the license plate through the DMV for the registered owner information. Outstanding fines will then be billed to the registered owner provided by the DMV. A DMV research fee of $10 will be added to the original outstanding fine amount.
- (3) The right to purchase a permit or register for classes may be denied if any fines owing under these procedures remain unpaid.
- (4) Vehicle owners who fail to pay their outstanding fines may be subjected to University collection policies and practices of up to and including assignment to an outside collection agency.
- (5) Faculty/Staff outstanding citations will not be rolled over to their SOU account. Faculty/Staff must pay for their parking citations via SOU Parking.
- (6) A faculty or staff member who fails to pay the University for any outstanding parking fines may have the fine deducted from his/her payroll check 30 days after written notice of the outstanding fines.
- (7) Any University personnel or students may contact Parking Services to transfer responsibility for citations received by their guests to themselves. This in no way implies the fine will be suspended, only that the guest will not be billed or pursued to pay the fine. The University personnel or students will be responsible and have all avenues of appeal available as if the citation were issued to them personally.
Payment Directions for Students/Employees
- OPTION 1- If you are an SOU student, log into the parking portal using your SOU email and password. Once logged in, if it is not already there, add your vehicle information in the “maintain vehicles” section. Make sure the license plate number and state is entered exactly as printed on the parking citation. Next, go to the “citations” tab. There you have the option to appeal (if within 15 days) or pay any outstanding citations. The citation should be on your parking portal account now since you added the vehicle. You can also search for it by typing in the citation number. After you find the citation, you can click on it to pay online via credit/debit card.
- OPTION 2- If the citation was issued more than 15 days ago, it might have already rolled over to your SOU student account. You can then pay it off there the same way you would pay off tuition and any other school related fees.
- OPTION 3- You can mail in a check (or bring it in person) to the SOU parking department with the citation payment to the address below. Please include your full name and contact info with the check, as well as a copy of the parking citation or the citation number. If you no longer have the citation, please make sure to include your license plate number and state (as printed on the citation).

- OPTION 1- To pay via credit/debit card for a parking citation, go to the following link. You will then be prompted to choose the citation(s) that you will be paying for. To do this, search either by the citation number, or the license plate. (both are listed on your copy of the citation). Once you click search and find correct parking citation(s) you want to pay for, click on them and then follow the prompts to checkout and pay. Link is: https://sou.nupark.com/portal/
